THE family of an Australian terrorist attack victim has been insulted by the Foreign Affairs Minister, Alexander Downer, who refused them financial support because she did not die in a "mass casualty incident".

Amanda Rigg, a 22-year-old student from the Central Coast, died in a suicide bombing while holidaying in Istanbul on September 10, 2001.

The bomber had attacked a police station, killing himself and at least three others.
